FAIRFAX, VA, August 1 Lisa Martin, president and CEO of LeapFrog Solutions, Inc. (LFS), a strategic marketing communications agency focusing on branding and positioning organizations through targeted and effective print, Web and public relations campaigns, today announced the formation of the company’s new Board of Advisors.
Members include Board Chairman Doug Ingram, President of the Ingram Group; Phil Duke, Managing Director, Risk Advisory Services, KPMG; Bobbie Greene Kilberg, President and CEO, Northern Virginia Technology Council; and Jim Leto, CEO, Robbins-Gioia.
Martin will work with the Board of Advisors to evaluate corporate strategy and assess opportunities and plans for continued organizational growth. Martin and her executive team will also leverage the collective business, government and organizational experience of the Board members as LFS expands into new markets and develops enhanced service offerings.

Dr. Ingram is a results oriented executive who has managed diverse organizations in different corporate environments while enhancing the performance of each. He is active in the technology community and focused on making a positive impact on people and organizations.
In March 2001 Ingram formed the Ingram Group, a provider of management and consulting expertise to enhance the performance of businesses. Ingram works with clients to assess their market position, enhance their financial, operational and business development capabilities, and develops viable exit strategy.
Prior to forming his own consulting practice, Ingram served as President, US Sales and Consulting Services, and Vice President, Mid-Atlantic Region, for PSINet. From 1998 to 2000 he served as Executive Vice President, Financial Services Industry Vertical, for Metamor Worldwide. From 1985 to 1998 Ingram was founder, CEO and President of LCT, an industry leader in Project Management and Customer Responsive Solutions. Ingram sold the company to Metamor Worldwide in 1998. Prior to founding LCT, Ingram has held senior positions with Planning Research Corporation, IBM, and TRW Systems.
Ingram holds a BA in Physics from Pepperdine University, an MA in Mathematics from Pepperdine University, and a PhD in Aerospace engineering from the University of Texas.
Phil Duke has broad experience as a senior executive in high technology businesseswith principal focus on the financial and operational management areas. Duke has demonstrated measurable success in both building and transforming businesses through strategic insight and customer focus. He has a proven track record of driving to improve current processes to provide direct bottom line results, and has earned industry recognition as a builder and leader of strong teams chartered to make tough decisions and achieve stretch goals.
For much of his career, Duke held increasingly responsible positions at Lockheed Martin Corporation, where as Corporate Executive Vice President of Shared Information Services he was responsible for revenue of $25 billion and 130,000 employees in the Information, Aerospace and Systems Integration fields. He also held the posts of Corporate Chief Financial Officer, Corporate VP of Finance and CFO for various product areas. After retiring from Lockheed Martin, Duke consulted for Accenture Corporation. He is currently Managing Director, Risk Advisory Services, for KPMG, where he is responsible for developing the advisory services practice for aerospace and defense firms.
Duke holds a Bachelor of Science degree from the University of Oregon and an MBA from Northwestern University’s Kellogg Graduate School of Business.
Bobbie Kilberg has broad experience in the public and private sectors. She is currently President and CEO of the Northern Virginia Technology Council (NVTC), the largest technology council in the nation. She also serves on President Bush’s Council of Advisors on Science and Technology (PCAST).
Kilberg began her career as a White House Fellow and served on the staff of the Domestic Policy Council in the Nixon White House and as a Staff Assistant to the President. She also served as Associate Counsel to President Ford and as Deputy Assistant to the President for Public Liaison from 1989 1992 for President Bush. In March 1992, she became Director of the President’s Office of Intergovernmental Affairs.
Kilberg’s private sector experience includes work as an attorney with the Washington law firm of Arnold & Porter, Vice President for Academic Affairs at Mount Vernon College, Project Director for the Aspen Institute, and Vice President and General Counsel of the Roosevelt Center for American Policy Studies.
Kilberg is a graduate of Yale University Law School and holds a Masters Degree in Political Science from Columbia University and a Bachelors Degree from Vassar College.
A 30-year industry veteran, Jim Leto brings vision, depth, and integrity to his position as CEO of Robbins-Gioia. As CEO, Leto is responsible for driving the company into an era of continued innovation and accelerated growth.
Prior to joining Robbins-Gioia, Leto served as Chairman and CEO of PRC, a $900 million science and technology firm. PRC was ranked among the top 10 information technology contractors for the federal government and the number one IT provider for both the Justice Department and Commerce Department.
Additionally, Leto served in a series of increasingly responsible positions at AT&T over the course of 23 years. In one capacity at AT&T, Leto served as Vice President and General Manager of the newly formed Federal Computer Systems Division, where he established a major presence for the company’s computer systems and system integration capabilities. Leto also served as President of AT&T Canada and Managing Director of AT&T International.
A graduate of Wayne State University, Leto also holds an executive Master of Science degree from Pace University. Further, he completed the executive management program at the University of Virginia’s Colgate Darden Graduate School of Business.
